30 June 2026We, the promoters of Karma Iconic, respectfully seek a 12-month extension of project registration under the second proviso of Section 6 of the Real Estate (Regulation and Development) Act, 2016, citing reasons beyond the control of the promoter. The project, located at S. No. 9 to 14, Hissa No. 1/61 Part, Mundhwa, Pune, has been delayed due to statutory and administrative obstacles arising from government and municipal authorities. Despite our full compliance with MahaRERA regulations, the project faced delays primarily due to the embargo imposed by Government Resolution (GR) dated 06/08/2021, issued by the Urban Development Department, which halted all TDR/FSI approvals in 11 newly merged villages, including our project location i.e. Keshavnagar - Mundhwa (7/12 attached herewith), where our project is situated. This embargo lasted until 22/12/2022. Further, though these villages were added to PMC limits in 2017, the Draft Development Plan (DDP) was not published until mid-2024. This prolonged absence of a DDP created a regulatory vacuum, preventing issuance of Development Plan Opinion (DPO)—a mandatory prerequisite for obtaining revised layout and building plan approvals. All the above-mentioned Government Resolutions explicitly apply to our project as they cover Keshavnagar – Mundhwa, which is the village of our project as recorded in the 7/12 extract, thereby proving the direct applicability of these statutory restrictions to our site and confirming the veracity of our claims. Only after the State Government took over planning responsibilities in June 2024 was our project able to proceed. Additional delays occurred due to planning changes, including the widening of the approach road from 12m to 36m, resulting in further delays. Despite these setbacks, which are clearly due to government-issued orders, GRs, and municipal delays, Wings A and B are structurally complete, finishing work is underway, and 2 of 15 floors of Wing C have been constructed. With the requested extension, we intend to complete Wing C within 12 months and deliver all units to allottees. The delay is not due to any fault of the promoter but is attributable to “reasons beyond the control of the promoter” under Section 6. Requiring consent from allottees in this scenario would impose an unfair burden on the promoter and may jeopardize the interest of the allottees who await timely completion. We therefore seek a 12month extension up to 30/06/2026, in public interest and as per law
30 June 2027Respected Sir/Madam, We, the promoters of Karma Iconic, registered with the Authority under Registration No. P52100026329, humbly submit this application seeking extension of project registration up to 30/06/2027 for completion of the balance construction work and procurement of the Occupancy Certificate. The present completion date is 30/06/2026. Considering unavoidable circumstances affecting construction activities, we request an extension of 1 Year. The registered Agreement for Sale executed with the allottees also provides that in the event of reasonable circumstances beyond the control of the promoter, a reasonable extension shall be permissible. I. Grounds for Seeking Extension Impact of War and Geopolitical Situation Global disturbances and instability in trade and transportation disrupted supply chains, delaying procurement of essential construction materials and equipment. Shortage and Escalation of Materials Severe shortage and abnormal price escalation in steel, cement, electrical items, plumbing materials, aluminium products, tiles, and finishing materials substantially impacted the construction schedule. Labour and Contractor Availability Shortage of skilled and unskilled labour, delayed contractor mobilization, and inconsistent workforce availability affected continuity and pace of construction. Supply Chain and Transportation Delays Fluctuating fuel prices, shortage of vehicles, delayed deliveries, and congestion in logistics networks caused unavoidable delays in timely delivery of materials and machinery. Other Unforeseen Circumstances Market instability, inflationary pressures, procurement delays, and operational challenges collectively impacted the project timeline. The delay is genuine, unintentional, and beyond the control of the promoter. Substantial work has already been completed, and the remaining activities shall be completed within the extended period sought. II. Planning for Completion The promoter remains fully committed to completing the project within the extended timeline. Financial arrangements, manpower planning, procurement scheduling, and contractor coordination have been undertaken to ensure expeditious completion of finishing work, services installation, statutory compliances, and Occupancy Certificate formalities.
