| 1 April 2027 | The project was initiated in the period following the outbreak of the COVID-19 pandemic; however, construction activities from March 2020 to February 2022 were severely disrupted due to nationwide lockdowns, restrictions on movement, and the implementation of mandatory health and safety protocols. These unprecedented circumstances led to prolonged site inactivity and significantly reduced work progress, primarily owing to disruptions in the availability of both skilled and unskilled labour, as well as interruptions in the supply chain for construction materials and equipment. In the post-pandemic phase, the situation was further aggravated by large-scale migration of the workforce to their native places, resulting in an acute shortage of manpower across the construction industry. Despite continuous and sincere efforts by the developer to remobilize labour through contractors, the limited availability of workforce adversely impacted productivity, delayed work sequencing, and slowed progress across multiple construction fronts. Simultaneously, global economic instability and geopolitical developments caused a steep and unforeseen escalation in the prices of key construction inputs such as cement, steel, sand, fuel, and other essential materials, placing substantial financial strain on the project and disturbing the originally planned cost structure. These increased input costs necessitated frequent rescheduling of procurement and execution activities, thereby affecting construction timelines. Additionally, persistent inflationary pressures and a general rise in construction rates further impacted project viability, with continuous increases in labour wages, transportation expenses, and subcontracting charges making it increasingly difficult to adhere to the original cost and time estimates. Collectively, these factors—pandemic-related disruptions, labour shortages, material price escalation, and inflationary trends—have cumulatively contributed to delays in achieving the planned construction milestones despite sustained efforts to mitigate their impact. |
