| 31 December 2027 | The ongoing geopolitical conflict in the West Asia region has significantly disrupted international shipping routes and logistics, resulting in delays in the availability and procurement of essential construction materials. Domestic manufacturing units, particularly ceramic and tile manufacturers in Morbi, Gujarat, have also experienced production and supply constraints, thereby affecting the timely execution of finishing works. The construction industry has witnessed an unprecedented increase in the prices of key construction materials. Steel prices have increased by approximately 12–18%, cement by ₹10–25 per bag, aluminium and copper by 15–22%, and PVC/UPVC products, electrical cables and allied materials by approximately 8–38%. Overall, material costs have escalated by nearly 30–60%, substantially impacting the financial viability and execution schedule of the project. The extraordinary escalation in construction costs has increased the overall project cost by approximately 10–20%, thereby adversely affecting the projected cash flow and necessitating the rescheduling of procurement as well as construction activities.The Ministry of Finance, Government of India, vide Office Memorandum No. 1/3/2026-PPD dated 29th April 2026, has recognised the prevailing West Asia conflict as a "War" event constituting Force Majeure for government procurement contracts. The said Office Memorandum acknowledges the extraordinary nature of these circumstances and their widespread impact on the construction industry. Intermittent shutdowns and operational disruptions of Ready-Mix Concrete (RMC) plants resulted in repeated interruptions in concrete pouring activities during critical stages of construction, thereby adversely affecting the project timeline.The combined impact of shortages in construction materials, migration of labour due to multi-state elections, and local LPG supply disruptions resulted in a significant reduction in the availability of skilled and unskilled labour at the project site, thereby affecting day-to-day construction progress. We assure the Hon'ble Authority of our continued commitment to complete the project at the earliest possible opportunity and to safeguard the interests of the allottees. We therefore request the Authority to consider our application sympathetically and grant the extension till the date 31/12/2027 |
