| 30 June 2026 | We would like to submit that the construction schedule of the project has been significantly impacted due to various genuine and unavoidable circumstances beyond the control of the promoter. These factors have cumulatively led to delays in the timely execution of the project as originally planned. The key reasons are detailed below: Disruption in Supply Chain and Delay in Procurement of Construction Materials: One of the primary causes of delay has been the disruption in the supply chain of essential construction materials such as cement, steel, sand, aggregates, plumbing components, electrical fittings, and finishing materials. The post-pandemic global and domestic logistical constraints have caused a considerable increase in lead times for procurement. Additionally, local market shortages and continuous price volatility of these key materials have further compounded the issue, leading to intermittent halts in construction activities. The irregular availability and unpredictability in costs have made it extremely challenging to adhere to the original construction timelines. Labour Shortage – Skilled and Unskilled Workforce: The project also encountered a consistent shortage of both skilled and unskilled labour. Due to reverse migration during the pandemic and an overall labour market imbalance in the construction sector, retaining a stable and sufficient workforce became increasingly difficult. Frequent attrition, increased wage demands, and limited availability of trained manpower adversely affected the pace and continuity of construction work. The labour shortfall directly impacted civil works, finishing activities, and other critical on-site operations. Price Escalation and Cost Overruns: The sudden and steep escalation in the cost of construction materials and labour wages resulted in substantial budgetary pressure. These unforeseen financial burdens led to cash flow mismatches, thereby impacting the timely mobilisation of vendors and contractors. While efforts were made to manage these cost escalations through re-negotiations and re-scheduling of work packages, the overall progress was affected. |
