| 1 October 2026 | The project commenced post to the outbreak of the COVID-19 pandemic. However, from March 2020 to February 2022, construction activities were severely affected due to nationwide lockdowns, movement restrictions, and mandatory safety protocols. The pandemic caused widespread disruption in the availability of skilled and unskilled labour, as well as in the supply chain for construction materials and equipment. These constraints resulted in prolonged inactivity and slow progress on site. Despite these unprecedented conditions, continuous efforts were made to sustain limited operations and mitigate the impact in compliance with government directives. 2. Labour Shortage and Migration Issues Following the pandemic, a substantial portion of the construction workforce migrated back to their native regions. This mass migration created a critical shortage of skilled manpower, significantly affecting productivity levels. Although the developer made persistent efforts to remobilize labour through contractors, the industry-wide shortage resulted in limited availability, delayed work sequencing, and slower progress across several work fronts. 3. Escalation in Material Costs and Financial Constraints Global economic volatility and geopolitical factors led to a sharp rise in the prices of essential construction materials such as cement, steel, sand, and fuel. This escalation in input costs placed an unexpected financial burden on the project and disrupted the planned cost structure. The resulting budgetary constraints required periodic rescheduling of procurement and execution activities, which consequently slowed down the pace of construction. 4. Inflationary Pressures and Increase in Construction Rates In addition to material cost escalation, inflation and an overall rise in construction rates further affected project economics. The continuous increase in labour wages, transportation charges, and subcontracting rates has made it difficult to maintain the original cost and time estimates. These macroeconomic conditions have further compounded delays in achieving targeted milestones.In anticipation of your understanding and cooperation, I would like to express my gratitude.
